The Efficiency Maine Low Income CFL Program was designed to replace incandescent light bulbs with compact fluorescent lamps (CFLs) in the apartments of low-income consumers. Efficiency Maine was able to offer these services with the Residential Initiative for Maine (RIFME) and local housing authorities through a memorandum of understanding (MOU) with RIFME. The local housing authorities distribute CFLs to low-income consumers and/or the CFLS are directly installed into the housing authorities’ apartment buildings. Currently, there are approximately 54 service agencies that are distributing CFLs and/or directly installing CFLs.

- Increase the affordability of electricity services to low-income customers;
- Reduce the consumption of electricity; and,
- Provide environmental benefits.
Program Activities
This year is the first year the Efficiency Maine Low Income CFL Program has been offered.
Efficiency Maine’s Services and Resources
The local housing authorities will distribute CFLs to low income customers and/or the CFLs will be directly installed into the local housing authorities’ apartment buildings.
Eligibility
The program is available to families or individuals that are income eligible: incomes at or below 150% of federal poverty guidelines or incomes at or below 170% of federal poverty. Also, the families or individuals must pay their electric utility bill.
