I. GENERAL
INSTRUCTIONS
A. This data request is directed to each
T&D utility in Maine.
B. This
data request seeks information on two issues relevant to funding interim
programs:
·
The collection and
spending of funds that Maine’s T&D utilities have collected for
conservation programs between March 2000 (when electric restructuring occurred)
and April 2002 (when P.L. 2001 ch. 624 was enacted), and
·
The collection and
spending of funds that T&D utilities will carry out beginning
(retrospectively) in April 2002 and ending when
”permanent” collection levels are established in Docket No. 2002-162.
C. Please provide the response to each
numbered request on a three hole punched sheet of paper, or sheets of paper.
D. For each response, please state (1) the
name(s) and title(s) of the person(s) responsible for preparing the response,
and (2) the name(s) and title(s) of the person(s) who are competent to give
testimony concerning the response and all documents produced as part of the
responses.
E. Where information requested is not
available in the precise form described in the question, or is not available
for all years indicated, please provide all information with respect to the
subject matter of the question that can be identified in the Utility's
workpapers and files, or that is otherwise available.
F. As used in this data request,
"available" means within the Utility's knowledge, possession, or
control, or within the party's power, capacity, or ability to retrieve or
obtain from an affiliate, a contractor, or any other source.
G. Please
respond to these questions by May 23, 2002.
H. This
data request will be sent to all T&D utilities and the service list in this
docket. The T&D utilities need to
send responses only to the Commission and the OPA. If other persons on the service list want a copy of the responses
they should ask the T&D utilities to send them a copy.
II. DATA REQUESTS
1. Please submit a spreadsheet showing, by month:
a. conservation funds collected in utility rates between
March 2000 and April 2002;
b. sales or revenue figures used to determine monthly
collection amounts;
c. per-kWh mil rate, percentage of revenue, or any other
factor that determined the funds collected;
d.
conservation expenses paid using the conservation funds;
e. any other
collections or costs associated with conservation funds, including but not
limited to interest or carrying costs;
f. net
balance of conservation funds; and
g. legal or regulatory justification for these
collection and spending levels.
2. For
each conservation program operated between March 2000 and April 2002, describe
the types of expenses incurred and the amount of money spent. Display this information by month if
possible.
3. Describe
any other conservation activities carried out between March 2000 and April 2002
and their costs, including but not limited to evaluation and planning.
4. Please submit a spreadsheet showing, by month:
a. estimated
conservation funds to be collected in utility rates between May 2002 and
December 2002;
b. sales or
revenue figures used to estimate monthly collection amounts;
c. per-kWh mil
rate, percentage of revenue, or any other factor that determined the funds to
be collected;
d.
conservation expenses to be paid using the conservation funds;
e. any other
estimated collections or costs associated with conservation funds, including
but not limited to interest or carrying costs;
5. For
each conservation program to be operated between May 2002 and December 2002,
describe the types of expenses to be incurred and the amount of money expected
to be spent. Display this information
by month if possible.
6. Describe
any other conservation activities to be carried out between May 2002 and
December 2002 and their costs, including but not limited to evaluation and
planning.
