Long-Term Care Electrification Retrofits – FON-020-2025

Through this Funding Opportunity Notice (FON) Efficiency Maine is seeking applications for energy efficiency projects involving whole-building heating, ventilation, and air conditioning (HVAC) systems in Maine’s long-term care facilities. This opportunity is intended to target facilities currently heated with oil, propane, or electric-resistance systems.

This initiative offers higher incentives than typically provided under the Commercial and Industrial Prescriptive Initiatives (CIPI), with the intent of accelerating the conversion to whole-building high-efficiency air-source heat pump HVAC equipment in long-term care facilities. Schedule:

  • Application Submission Deadline: November 30, 2025
  • Project Completion Deadline: November 30, 2026

    Eligible Participants:

    • Maine licensed long-term care facilities that are heated with oil, propane, or electric resistance systems. 

    Eligible Buildings:

    • Senior long-term care facilities in Maine, including:
      • Assisted-living facilities
      • Continuing care communities
      • Nursing homes
      • Memory care facilities
      • Hospice facilities

    Eligible Equipment:

    • Single-zone mini-split heat pumps
    • Variable refrigerant flow (VRF) systems
    • Heat pump rooftop units (RTUs)
    • Packaged terminal heat pumps (PTHPs and VPTHPs)
    • Energy recovery ventilator (ERV)
    • Heat pump water heaters
